The Bureau of Land Management (BLM) determined segment 1 ineligible and segments 2 and 3 both eligible and suitable for designation with a "scenic" classification. This report documents those determinations and conclusions on an evaluation of the natural values in the area. Concurrent with this study process, the Federal Energy Regulatory Commission (FERC) is considering a license application submitted by the City of Klamath Falls for development of the Salt Caves hydroelectric project on the upper Klamath River. The BLM study does not evaluate either the Salt Caves proposal or the economic feasibility or effects associated with it. Those analyses are included in the FERC Environmental Impact Statement on the proposed Salt Caves hydroelectric project"--P. i [9].
