A new power plant being built in Klamath Falls has thrust Oregon into the vanguard of national efforts to reduce global warming. A 1997 state law requires new power plants to minimize carbon dioxide emissions, which are thought to contribute to global warming. To meet those stricter standards, power plant operators must offset some emissions by financing reforestation, alternative energy and other projects that reduce carbon dioxide
