The program was conceived after Congress passed the Pacific Northwest Power Act in late 1980. The law addressed multiple problems arising from steeply higher prices for electricity and the increasing volume of public concern. The Northwest Power Planning Council and SPA, charged with implementing the Act, wanted to keep electricity cheap and abundant in the Northwest.
