During late 1975 and early 1976, 117 one bedroom apartments were constructed in Klamath Falls on Eberlein Street near the YMCA and Lucile O'Neill grade school. The project was originally promoted by the Klamath Housing Authority (KHA) under Board Chairman Boyd Yaden and Executive Director Edward Rasner. The Klamath Housing Authority, a state organization, originally covering only the city, now includes both Klamath and Lake counties. The Authority made up the development package and advertised for construction bids. Seven contractors bid on the project, with Twin City Builders, Inc., of North Bend, Oregon, being awarded the contract. The owners of Twin City Builders, Steve and Frank Graves, also became the owners of the apartments. The original 80, single-bedroom apartments, were eligible for federal rent subsidies (through HUD and administered by the KHA) for senior citizens and low income families. An additional 37 units constructed on land purchased by the contractor were not eligible for the federal subsidies
