The preliminary price forecast briefing package was prepared to solicit public review and comments. Included here are energy commission staff projections on utility electricity prices from 1984-2004. Also included are projections of utility avoided costs for the forecast years (1984, 1989, 1996, 2004). The avoided cost calculations are based on the staff’s interpretation of existing methodology and should not be interpreted as the staff position on the proper costs for PURPA projects
