Each year, the Bonneville Power Administration updates its resource strategy to determine what its future energy needs might be, what resources are available to meet those future needs, and how much those resources could cost. The Resource Strategy also determines what near-term actions the agency should take to assure that the most cost-effective future mix of resources is developed. The 1987 Draft Resource Strategy focuses on the economics and institutional questions surrounding Washington Public Power Supply System Nuclear Projects 1 and 3 (WNP 1 and 3). A significant part of the study seeks to reach conclusions on whether they should be preserved, terminated or completed on a fixed schedule
