In response to predicted energy shortages, the State of Oregon in 1977 launched several programs to promote weatherization in the residential sector. The Legislature enacted weatherization tax credits and low-interest loans. Homeowners could earn state income tax credits for alternate energy devices like solar water heaters. The Legislature directed that homes financed by the Oregon Department of Veterans' Affairs be weatherized before sale. Another new law required investor-owned utilities to offer free audits and low-interest loans for weatherization
