The 1990s will be a very challenging and exciting decade for the utility industry. Rather than simply adding new capacity to accommodate growth, the utilities will select either new capacity and/or demand-side management (DSM), whichever is lower cost. And, since DSM reduces energy consumption and air pollution, while reducing the customer's electric bills, it is expected that utilities will be permitted a higher profit margin on viable DSM programs than on new capacity
