The purpose of the Comprehensive Plan is to provide the City of Walla Walla with an official public document which encourages orderly development of residential, commercial, industrial, and public properties and discourages incompatible land uses. The Plan is not an ordinance. It is only a guide for decisions. As such, it is an ever-changing document within which the overall balance and harmony of the different elements of the community are brought together over the years
