The Washington State Department of Corrections (DOC) operates a number of facilities in western Washington State which are located in or adjacent to large areas of Department of Natural Resources (DNR) forest land. Normal logging and management activities in these forest areas result in the generation of significant volumes of forest residue. DOC institutions located in these areas currently consume large amounts of fossil fuels in the form of coal, fuel oil, propane and natural gas. As a result of this situation, the DOC has entered into an agreement with the Washington State Energy Office (WSEO) to evaluate the feasibility of using forest residue derived fuels at its institutions.
