The general approach that will guide the providing of services for this contract will be to provide only the level of detail that is required to answer the questions posed. This philosophy will result in the minimum expenditure of resources (time and money) in order to move a project to the next level of development. A second guiding principle will be to utilize to the maximum extent possible the resources of the project proponents. In other words, once a basic question concerning feasibility has been answered. the proponent will be encouraged to contribute its own resources to conduct the next level of feasibility assessment. This is particularly important with regard to wind energy projects which generally require several years to bring to fruition. The proponent should be willing at the start to contribute time and money in order to answer all the questions which must be answered before one knows for sure whether one has a viable project
