FINDING OF NO SIGNIFICANT IMPACT RECONSTRUCTION OF WEST CRATER RIM DRIVE CRATER LAKE NATIONAL PARK The National Park Service is proposing to resurface and widen approximately four miles of West Crater Rim Drive in Crater Lake National Park from the North Entrance Road junction to Rim Village. Upgrading will follow the existing alignment except for one section located within proximity to the junction of North Entrance Road and Rim Drive. The purpose of changing the alignment in this location is to shift parking to the opposite side of the road and adjacent to a major viewing area. The existing alignment is sufficient in all other areas. Reconstruction of the roadway section would improve driving conditions, the visitor's experience and aesthetic quality, and lower maintenance costs. An environmental assessment was prepared in October 1981, analyzing no action and reconstruction of the road section including the realigned segment and three design options for width-restricted segments. (These are no action, filling in and lowering grade.) The alternative .locations of the road were not considered since the costs and environmental impacts would be unreasonably high. The roadway is a previously disturbed corridor involving minimal environmental impacts and costs. The impacts of this proposal will be limited to the disturbance of 0.7 acres of ground cover and soil including vegetation removal, compaction of soil, temporary erosion, localized effects on native fauna, short-term disturbance of scenic quality and temporary visitor inconvenience. Based on these limited impacts and review of the environmental assessment, the NPS records a "finding of no significant impact.11 Since this proposal does not constitute a major federal action significantly affecting the human environment, an environmental impact statement will not be prepared. No additional environmental compliance steps are necessary prior to project implemen ta t ion. Approved: Date
