The OHP Member Diss-Enrollment Project was an eight-month project, undertaken to
improve processes, reduce the monthly OHP member dis-enrollment rate at Cascade Health
Alliance, and meet critical requirements in fulfillment of an Operations Management Degree and
Lean Six Sigma Green Belt from Oregon Institute of Technology. The project focused on
decreasing the monthly OHP Member Diss-enrollment (Retention) rates from 4% to 3.5%, using
the Lean Six Sigma 5-step DMAIC Methodology. When combined, the methodology relies on a
collaborative team effort aimed towards improving performance/processes and systematically
eliminating wastes and mistakes by cutting unnecessary or redundant steps to boost overall
efficiency.
Two types of OHP Members were analyzed in this project: ACA Members, and True
Medicaid Members. Upon completion of the project, CHA recognized a 78% improvement for
ACA Members, and a 75% improvement for True Medicaid Members. This improvement saved
CHA over $347K in annual revenue loss due primarily to Member dis-enrollment. Furthermore,
the success of this project opened several opportunities for CHA, including additional projects
that build off of the results from this project, and embracing the Lean Six Sigma culture
throughout their business.
