Factories may face many kinds of natural disasters and emergencies. Nowadays, factories are facing many challenges. One of these challenges is to improve the level of safety. From this vision, this thesis is focusing on establishing a complete emergency and disaster plan to manage and control all possible hazards. Establishing an emergency and disaster center was designed to do this job to minimize the effect of the damages that may occur. The design for this system was completed by (1) determining the layout of the center, (2) determining the basic departments that should exist in any center such as: Operation Control, Communication, Planning and Finance department, and base on these departments (3) determining the tasks that will be needed in these departments and (4) creating an operation manual for each one. Then, the functions of the center are determined and explained individually, such as: Communications, Preparedness, Evacuations Procedure, Awareness and Training, Response to Disaster, Disaster Mitigation, Housing Places, and After Disaster Procedures. So at the end of this thesis, a complete emergency and disaster center will be identified, to deal with emergencies and disaster with its own plan, furthermore, be able to know what to do with the quick response to the expected disasters or emergencies that could happen.
